Phase I - Public Hearing Notice Published March 2015
The State of Minnesota is developing its National Disaster Resilience Competition (NDRC) Application. On September 17, 2014 the U.S. Department of Housing and Urban Development published a Notice of Funding Availability for natural disaster resilience for which the State of Minnesota is a qualified applicant. The State has selected the City of Duluth to be a target area to act as a pilot project for the region and state concerning natural disaster resilience development.
The state held a public hearing on Tuesday, March 3, 2015 to gather citizen input on natural disaster resilience and how federal funding could be best applied. The hearing was held at 4:30 p.m. at the City of Duluth City Hall, 411 W. 1st Street Room 303 (Third Floor), Duluth, MN 55802.
In addition to the public hearing, the draft application was available for public review and comment beginning February 23, 2015. Comments on the application were accepted until the close of business March 9, 2015 for inclusion with the Phase I submission. The application is available on the internet at http://www.bigwatermn.com. The NDRC Application was submitted to HUD on March 26, 2015. The State considered comments from individuals and/or groups received in writing or at the public hearing. The summary of the written and public hearing comments on the NDRC Application, and the State’s responses, were included in the final application.
Phase II - Public Engagement
The Phase I application was submitted on March 26th to HUD. The State of Minnesota intends to start a second public engagement process for a Phase II application on April 1, 2015. Public engagement for a Phase II application will include:
April 1 – May 13: Request for Information/Request for Knowledge
May 13-August 31: Evaluation of potential projects by Resilience Steering Committee.
September 1-September 30: Working sessions with project partners, public iteration sessions, and ongoing consultations.
October 1: Public hearing and beginning of 15-day public comment period on Phase II application.
October 27: Submission of Phase II application to HUD.
