The State of Minnesota is developing its National Disaster Resilience Competition (NDRC) Application. On September 17, 2014 the U.S. Department of Housing and Urban Development published a Notice of Funding Availability for natural disaster resilience for which the State of Minnesota is a qualified applicant. The State has selected the City of Duluth to be a target area to act as a pilot project for the region and state concerning natural disaster resilience development.

The state held a public hearing on Tuesday, March 3, 2015 to gather citizen input on natural disaster resilience and how federal funding could be best applied. The hearing was held at 4:30 p.m. at the City of Duluth City Hall, 411 W. 1st Street Room 303 (Third Floor), Duluth, MN 55802.

In addition to the public hearing, the draft application was available for public review and comment beginning February 23, 2015. Comments on the application were accepted until the close of business March 9, 2015 for inclusion with the Phase I submission. The application is available on the internet at http://www.bigwatermn.com. In addition, hard copies of the NDRC Application can be obtained by calling Patrick Armon, Department of Employment and Economic Development, 1-800-657-3858 or (651) 259-7455 or TTY 1-800-282-5909.

Written public comments on the NDRC Application were submitted to: Minnesota Department of Employment and Economic Development NDRC Application, Attn: Patrick Armon, First National Bank Building, 332 Minnesota Street, Suite E200, St. Paul, MN 55101-1351

Written comments may also be submitted by fax to (651) 296-1290 or by email to patrick.armon@state.mn.us. To ensure consideration of your comments type “NRDC Application” in the subject line of your e-mail.

The NDRC Application was submitted to HUD on March 26, 2015. The State considered comments from individuals and/or groups received in writing or at the public hearing.
